Video released Thursday from a camera mounted inside a Higley Unified School District bus shows the bus driver engaging in a physical confrontation with a teenage girl.
The incident happened February 15, when 54-year-old Kim Sullivan was driving students home from Williams Field High School in Gilbert.
The video shows Sullivan stopping the bus after repeatedly warning 15-year-old Samantha Taylor to sit back in her seat and stop touching the boy in front of her.
After stopping the bus, Sullivan walked back toward Taylor's seat and asked her why she was on the bus, then told her to find another way to get to and from school.
Taylor tried to exit the bus; Sullivan tried to push her back into her seat.
Taylor repeatedly yelled at Sullivan to "stop touching me" and called her mother on her cell phone.
Sullivan said she was calling police.
The altercation escalated when Taylor handed Sullivan her phone to speak with her mother, and Sullivan tossed the phone aside.
Taylor then began screaming at Sullivan, "You punched me!" though the alleged blow was not visible on the video.
Another student trying to exit the bus, 14-year-old Cassandra Schlosser, told her mother on her cell phone that the bus driver was "like about to get in a fistfight with Sammy."
About a minute later, the confrontation turned into a full-blown physical fight when Taylor moved forward to grab her phone and Sullivan tried to push her back.
The laughs and jeers of the other students on the bus turned to gasps of shock that faded to silence as Taylor and Sullivan continued to grapple with each other. Though the two moved forward and out of range of the camera's lens, the sound of a blow being struck is clearly heard on the video.
The two moved back into view of the camera with Sullivan pulling Taylor's hair. At the same moment, Sullivan's 16-year-old daughter came running forward, screaming at Taylor to get off her mother. She grabbed two handfuls of Taylor's hair and tried to pull the girl off Sullivan.
She then told Sullivan to get off of Taylor, but continued to pull Taylor's hair in her attempts to wrestle Taylor away from her mother.
Schlosser then joined the melee, yelling at the Sullivan to get off of Taylor, a few seconds before a male student came forward and knocked Sullivan's daughter away from Taylor.
The fight continued for about another minute, ending when a tearful Taylor joined the rest of the students as they exited the bus through an emergency exit door on the side of the vehicle.
Sullivan, also in tears, then radioed her dispatcher, asking, "Where is my help that I asked for?"
A school district official told the East Valley Tribune that a school supervisor was on the way to the bus but was stuck in traffic. The official said one student called police while the incident unfolded, but the students had left the bus by the time officers arrived.
When a female student approached Sullivan after the brawl to ask if she was OK, Sullivan responded, "Yes... it's all on the tape."
On Friday, the Gilbert Police Department concluded their investigation. The police report will be forwarded to the Maricopa County Attorney's office requesting the following charged to be filed: Kim Sullivan with aggravated assault (intentional touching of a child 15 and under) and disorderly conduct; Taylor with aggravated assault and disorderly conduct; and Schlosser and Erin Sullivan with disorderly conduct.
The school district also conducted an administrative investigation in conjunction with police.
On Wednesday, the district sent a letter home to parents informing them of the incident, the Tribune reported.
Taylor, Schlosser and Sullivan's daughter were suspended, and Sullivan was placed on paid leave, according to the Tribune.
Sullivan has worked as a bus driver for the district since last June and has driven buses elsewhere before, the Tribune reported. The Higley School District is not aware of any complaints against the driver, a district official told the newspaper

CLARKSVILLE, Ind. (WAVE) -- A teenage girl is still recovering after a violent fight caught on camera phone at Thunder Over Louisville. It happened at a parking lot in Clarksville and police say adults watched and didn't try to stop it. As WAVE 3's Shayla Reaves investigates, police have a warning for people who post their crimes online.
Thousands packed the waterfront for Thunder over Louisville, but at least six girls gathered for more than fireworks Saturday night.
"We're going to call her the victim and I'll explain to you why," Clarksville Police Chief Dwight Ingle said as he watched the video and pointed to one of two girls about to fight.
Police say a group of teenage girls placed repeated cell phone calls telling the victim they "had differences that needed to be settled." The calls landed the group in Kye's parking lot, which is not far from the Clark Memorial Bridge and a prime Thunder viewing area.
At 8 p.m. what started as talks quickly turned to violence after taunts and threats led the victim to throw the first punch. She and one suspect landed on the ground, but the victim soon found herself on the defensive as the other girl bashed the victim in the head with rocks.
"This girl here, she grabs three different times she grabs a handful of rocks and she's beating this girl on the head with a handful of rocks," said Ingle.
Another teen tried to kick the victim in the head while she was on the ground, and the entire incident was captured on video on a cell phone and posted online at www.photobucket.com.
"We're having more and more problems with what the kids are putting on the Internet, it's like they get in a fantasy world," Ingle said. "There's consequences to this."
Police say the victim suffered extensive head injuries and a chipped tooth, and the suspects will be charged. According to police at least three adults stood by and watched but didn't try to stop the fight. All the girls involved ranged from ages 12 to 14 years old.
"This video has been turned over to the prosecutor's office and he's going over to see what kind of charges can be filed against everyone that's there," Ingle said. "And there is going to be consequences."

Bellevue, NE - A 5-month-old boy fights for his life at Creighton University Medical Cente
Bellevue, NE - A 5-month-old boy fights for his life at Creighton University Medical Center while his father sits in jail.
Bellevue police say they were called to the 2700 block of Kansas Drive on Tuesday night just after 8 p.m. A baby reportedly had been shaken severely and was not breathing. Neighbors say the boy looked like a rag doll.
"The eyes was rolling in the back of his head, he was very pale, almost blue. He wasn't blue but almost blue and he was gasping for air," says neighbor Cynthia Mitchell. Mitchell tried to help the boy by raising his arms. At the same time the child's mom came home and called 911. The baby was rushed to the hospital by medics.
Investigators arrested the boy's father, 20-year-old Marco A. Martinez of 2704 Kansas Drive, for felony child abuse resulting in serious bodily injury. He was booked into the Sarpy County Jail. "The baby was extremely sick they could tell right away that there was something very seriously wrong here," says Bellevue Police Chief, John Stacey.

While we are concerned with the torture of enemy combatants , our own elders are being tortured everyday in America, some face a slow death by starvation, other are stripped of their wealth , their dignity , their families are destroyed and they are held prisoners in their own homes.
This was a disturbing case of elder abuse caught on tape... a 90 year old Baltimore man beaten by his caretaker. The victim's daughter is now pushing for a law in her dad's name that would stiffen elder abuse penalties.
The victim's daughter, Jaki Taylor, made the discovery thanks to cameras she had put in her home. The caretaker Anastacia Oluoch was arrested and charged in the beating. But she was able to make bail and eventually flee from the law. Taylor says, "It makes me really irate that she bailed herself out with the money I had been paying her to take care of my dad.
Eight days before the trial, she flees the country and goes back home to Nairobi, Kenya." The caretaker never stood trial. That prompted Taylor to push for legislation in her father's name. It's called the John Taylor act and the bill would stiffen penalties and deny bail to anyone charged with first degree elder abuse. Senator Lisa Gladden is sponsoring the bill. "It is not right that we allow our elders be abused in this manner and if you do, we're gonna hold you in jail until you come to court." Since the beating, Taylor's father has been in a nursing home. Taylor says,
"His health just rapidly declined and he has not been back home yet, he's still in the critical care unit in the nursing home." Although it's unclear if the bill will pass this session, supporters say it's a start to protecting the elderly from abuse. The bill would also allow officials to withhold the suspect's passport to prevent that person from fleeing the country.
