OTTAWA - Liberal Leader Stéphane Dion today announced the Liberal Opposition will table a resolution when Parliament resumes to ensure full scrutiny of the Security and Prosperity Partnership Summit, because of the failure of Prime Minister Stephen Harper to raise key issues during the two-day event that took place behind closed doors.
"It is clear that Prime Minister Harper has ignored the issues that
are of utmost importance to Canadians when he had an important opportunity to raise them during his meetings in Montebello," said Mr. Dion.
"In our Strong and Free document released last week, we outlined six
areas the Prime Minister should have addressed. None of these topics were fully addressed and Canadians deserve to know why. Instead they got nothing but empty rhetoric."
On Friday, Mr. Dion called on the Prime Minister to address the following issues during the SPP Summit:
The transparency of the SPP process: The SPP process is no more transparent today than it was on Friday, when the Liberal Blueprint was released. The final communiqué and backgrounder issued following the Summit shed no light on the substance of conversations, and contained no "next steps" or deliverables, as has been the practise at previous SPP meetings.
Cross-Border Travel: Discussions did not lead to any specific agreement or strategy to facilitate the free movement of people or goods across our shared border with the U.S.
War in Afghanistan: The Prime Minister continued to leave the door open for Canada's combat mission in Southern Afghanistan to be extended beyond the February 2009 date voted upon by Parliament. He blamed the Opposition for a lack of Parliamentary consensus, but implied that if he were to secure a majority government, Canada's combat mission would be extended beyond February 2009.
Environment : The Prime Minister failed to put an end to speculation within the business community that bulk water exports are being negotiated behind closed doors. He also failed to secure a commitment that environmental standards, including those for pesticide safety, would be harmonized using the highest standard and not the lowest as the common denominator.
Guantanamo : Despite widespread condemnation of the detention centre, the Prime Minister remains the only Western leader not to have intervened to ensure due process for one of their citizens and Omar Khadr remains the only Western citizen still detained at Guantanamo.
Gun Crime: The Prime Minister did not seize the opportunity to pressure the Bush administration to stop gun smuggling from the U.S.
"Mr. Harper did not commit to anything concrete as a result of his
meetings. All Canadians got was a vague update on previous initiatives established at earlier SPP meetings," said Mr. Dion.
"Mr. Harper has dismissed critics of the secrecy of the SPP process,
refusing to offer any substantive response to criticism from the business community, NGO's and the Opposition that the secrecy of the talks is unacceptable and erodes the public's trust that their governments are acting in their best interests."
The original spirit of the SPP was to strengthen Canada's national interest on security, trade, competitiveness, health, safety and the environment by working closely with our neighbours, said Mr. Dion.
"Mr. Harper has caved in to a much narrower agenda, which fits with
the Bush administration's views but not with the views of Canadians, and we intend to use all the Parliamentary tools at our disposal to hold the government to account so Canadians will know what was discussed and what it will mean for their economic and security interests."

It aired on PBS in 1987 and is as good as anything on the tape (must see). Moyers is a very respected TV journalist who also worked for Lyndon B. Johnson and has a very professional approach. He interviews many different people involved with the CIA and other government agencies. His documentary gives quite an overview of what has actually happened in the last 50 years regarding the CIA and the cold war (including Iran, Guatamala, Cuba, Viet Nam and Chile). He features such people as Ralph McGeehee and Phil Retinger (both former CIA agents), Rear Admiral Gene La Rocque (Ret. U.S.N.), Theodore Bissell (active in the CIA at the time), Sen. Frank Church and many others. Moyers is so very credible. The full video "The Secret Government" is 90 minutes - this segment is edited by Frank Dorrel to 20 minutes.

OTTAWA -- The Canadian Forces are using a controversial private security firm to train some of its troops sent to Afghanistan.
Select Canadian soldiers have been sent to Blackwater U.S.A. in North Carolina for specialized training in bodyguard and shooting skills. Other soldiers have taken counterterrorism evasive-driving courses with the private military company now at the centre of an investigation into the killings of Iraqi civilians and mounting concerns about the aggressive tactics of its workers in the field.
Critics of Blackwater label the firm as a mercenary organization and question why a professional military such as the Canadian Forces can't do its own training in specialized areas.
The Ottawa-based counterterrorism unit, Joint Task Force 2, has also maintained ongoing training links to the company.
Military officials did not have further details on why Blackwater would be hired, but promised to provide those. Later, however, they did not comment on the matter.
Canadian Forces spokesman Lt.-Col. Jamie Robertson said the military does not discuss its special forces training. But he noted that Blackwater and other firms have been contracted to provide services for other units.
"The Canadian Forces has occasionally contracted companies to provide specialized training to our personnel in those cases when specialized training is not available within the Canadian Forces due to a range of factors, including the unavailability of training resources, expertise or specialized facilities and equipment," said Robertson.
Still, Dawn Black, the NDP's defence critic, questioned the need for Blackwater to be involved in training Canadian troops.
"My understanding is we have some of the best-trained forces in the world, and great trainers, so why do we need our armed forces personnel to be trained by a mercenary organization?"
A total dollar figure on what has been spent on Blackwater training was not available by press time, since training is contracted out individually on a unit-by-unit basis, said Robertson.
But he provided an example of one such contract: 18 members of the Strategic Advisory Team sent to Kabul went to Blackwater in June for a two-day course called hostile-environment defensive driver training. The cost was $29,000 which included accommodation and meals, as well as extra course time for two of the team members.
Minister of Public Safety Stockwell Day, when asked whether the training in Blackwater is appropriate, defended the Forces.

Indeed, the Stephen Harper government has been reported to be in the process of getting various Canadian government departments and agencies to "harmonize", with U.S. governmental agencies, to expedite the assimilation of Canada into the neo-conservative vision of a "Fortress North America".
The CFR website also openly endorses the Conservative Party of Canada under Stephen Harper, alluding to his government having an alleged mandate to transform Canada substantively into a U.S. colony by implementing the recommendations of the CFR, book "Building a North American Community". There is therefore clearly a working association between the Harper government and the CFR to implement and execute the NAU agenda of the book entitled "Building a North American Community", whether Canadians like it or not.
