Jirachi can only come in PokeBalls and Cherich balls (to my knowledge) So chances are that it was hacked. I do not think there was ever a Jirachi that you could catch in a Masterball. If you tell me the OT and where it came from (it should say disstant land, kanto, hoen, route ???) I may be able to tell you if it is hacked or not.
